What the MPCI program requires

The Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP) is rolling out MPCI through the National Advance Information Center. Starting 31 July 2025, every containerized shipment destined for, transiting through, or remaining on board in the UAE must be declared electronically at least 24 hours before the vessel departs the last foreign port. A grace period runs to 31 March 2026, but NAIC expects forwarders to use this time to implement compliant processes.

Filing responsibilities

Information NAIC expects in every MPCI filing

  • Bill of Lading numbers, issue dates, ports of loading and discharge
  • Container, seal, package counts, and gross weight per unit
  • Clear six-digit HS codes with plain-language cargo descriptions
  • Verified names, street addresses, and MPCI Party IDs for shipper, consignee, notify parties, and forwarding agents
  • Vessel and voyage data including the last foreign port before UAE arrival

Submissions that omit these details or use placeholders can be flagged with a Do Not Load status until corrected. Our validation layers compare HS codes, addresses, and voyage sequences before the data reaches NAIC, eliminating back-and-forth rejections.
