As per the directive dated 9 November 2025, the ACD system will become mandatory from 1 January 2026 for all cargo destined for Sudan. The Sea Ports Corporation (SPC) has clarified that the ACD certificate must be issued at the port of loading, and the ACD number must be clearly indicated on the Bill of Lading.

To complete the ACD process, the following documents will be required:
- Draft Bill of Lading
- Commercial Invoice
- Freight Invoice
Exporters, carriers, and freight forwarders are responsible for ensuring that every shipment—whether machinery, vehicles, trucks, or general cargo—has a valid ACD number before loading.
