Somalia CTN — What It Is and Why It’s Required

Somalia now requires a CTN (Cargo Tracking Note) — also called an ECTN (Electronic Cargo Tracking Note) — for all inbound shipments. The requirement applies to every type of cargo imported for commercial, business, diplomatic, or personal use — with no category exemptions.

The CTN requirement was first introduced in early 2023 and underwent several updates and enforcement phases. The most recent enforcement phase became effective October 14, 2025, bringing Somalia’s cargo tracking system into full operational status. The CTN reference number must appear on the Bill of Lading before the vessel departs.

Somalia’s primary ports include Mogadishu (the main commercial port), Berbera (the main port of Somaliland), Bosaso (Puntland), and Kismayo (southern Somalia). The CTN requirement applies across all ports.

Required Documents

To obtain a Somalia CTN, submit clear PDF copies of:

  • Bill of Lading — draft copy accepted initially; original required for final validation
  • Commercial Invoice — must show accurate cargo value
  • Freight Invoice — required if freight cost is not shown on the commercial invoice
  • Completed Application Form — we can assist with completing this

All documents must be clearly scanned and legible. Incomplete or unclear documentation will delay processing.

Processing Time

Draft certificates are typically issued within a few days once all documents are confirmed complete and accurate. Allow up to one week for the full process through to final validation.

Who is Responsible for the CTN?

The CTN waiver certificate must be obtained from the authorized representative by the shipper or freight forwarder at the port of loading. This cannot be arranged from Somalia after the vessel has departed. Your Somali consignee cannot apply on your behalf — the responsibility is entirely on the exporting side.

  • Severe penalties and significant fees at the port of discharge for any cargo arriving without a valid CTN
  • Cargo detention until proper documentation is presented
  • Demurrage and storage charges accumulating during any hold period
