DR Congo FERI — What It Is and Why It’s Required
All ocean freight shipments destined for the Democratic Republic of Congo (DRC) require a FERI (Fiche Électronique de Renseignements à l’Importation) — the DRC’s mandatory import information document. The FERI serves as an advance cargo declaration that must be validated before the vessel departs the port of loading.
The DRC’s primary ocean gateway is Matadi, located on the Congo River approximately 150 kilometres from the Atlantic coast, with Boma as an additional port. Cargo destined for Kinshasa and other inland DRC locations typically enters through Matadi and is transported upstream. The FERI requirement applies to all commercial sea freight destined for any of these entry points.
Note: The DRC also has a separate Certificate of Destination (COD) requirement for certain cargo types. If you are unsure which certificate applies to your specific shipment, contact us — we’ll assess the correct documentation path.
Required Documents
To obtain a DR Congo FERI, submit clear PDF copies of:
- Bill of Lading — draft copy accepted for initial application; original required for final validation
- Commercial Invoice — must show accurate cargo value with Incoterms clearly stated
- Freight Invoice — required if freight costs are not broken out on the commercial invoice
- Packing List — complete with weights, quantities, and container details
Documents must be fully consistent. The DRC customs system cross-references all submitted documentation, and discrepancies are a common cause of delays.
Processing Time
Allow approximately one week from document submission to final validated FERI. Draft certificates are typically issued within a few days once all documents are confirmed accurate. Plan ahead — Matadi port can experience congestion, and documentation issues compound delays significantly.
Penalties for Non-Compliance
Cargo arriving at Matadi or Boma without valid FERI documentation faces:
- Cargo detention — goods will not be released without proper documentation
- Financial penalties from DRC customs authorities
- Customs examination — non-compliant cargo is subject to intensive physical inspection
- Demurrage and storage charges at the port, which accumulate quickly given Matadi’s throughput constraints
FERI vs. Certificate of Destination (COD)
The DRC has two cargo documentation requirements that sometimes cause confusion:
- FERI — applies to most general sea freight shipments; covers the import declaration requirement
- Certificate of Destination (COD) — a separate requirement for specific cargo categories
If your shipment requires a COD in addition to (or instead of) the FERI, we can process both. Contact us with your cargo details and we’ll advise on the correct certification path.
What Products Cannot Be Imported Into the DRC?
The following goods are generally prohibited:
- Animals and animal by-products from areas with active epizootic diseases
- Plants from areas affected by epiphytic diseases
- Counterfeit goods and items violating intellectual property rights
- Certain chemical and pharmaceutical products without proper authorisation
- Pornographic materials and gambling equipment
We do not issue certificates for prohibited goods.
DRC Trade — Key Figures
The Democratic Republic of Congo is one of Africa’s largest countries by territory and has vast natural resources — including cobalt, copper, coltan, diamonds, and gold. The DRC’s import volume runs at approximately 8 billion USD annually. Key imports include machinery, vehicles, food products, pharmaceuticals, and fuel. China, South Africa, Zambia, Belgium, and France are major trading partners. Matadi handles the bulk of the DRC’s ocean freight, though capacity constraints at this port make lead time planning especially important.
FAQ
What is the FERI for the DRC? FERI stands for Fiche Électronique de Renseignements à l’Importation — effectively an advance electronic cargo declaration required by DRC customs for all commercial sea freight shipments.
Is the FERI the same as the Certificate of Destination (COD)? No. They are separate documents. Many DRC shipments require the FERI; some require the COD; some may require both. Contact us with your cargo details and we’ll determine what’s needed.
How far is Matadi from Kinshasa? Approximately 365 kilometres by road — and much of this route involves river transport for heavy cargo. Factor inland transit time into your delivery planning.
