Sudan ACD Update — Packing List Is Now a Mandatory Document

Sudan ACD applications now require five documents, with the Packing List added as the latest mandatory item. ACD certification becomes compulsory for all Sudan-bound shipments from 1 January 2026.

There’s one more update to the Sudan ACD document requirements before the 1 January 2026 enforcement date.

The Packing List has been added as a mandatory document for all Sudan Advanced Cargo Declaration (ACD) applications. This is on top of the Certificate of Origin requirement that was announced earlier in December. Sudan ACD applications now require five documents in total.

The Full Document Set for Sudan ACD — Now Five Items

Effective immediately, all ACD applications for Sudan must include:

  1. Draft Bill of Lading
  2. Commercial Invoice
  3. Freight Invoice
  4. Certificate of Origin
  5. Packing List (newly added)

Incomplete submissions will slow down processing. Please make sure all five documents are ready before submitting your ACD application.

Why the Packing List?

The Packing List gives Sudanese customs detailed visibility into exactly what’s inside each container or consignment — specific items, quantities per item, weights, and dimensions. Combined with the Certificate of Origin, it gives authorities a much more complete picture of the cargo than the commercial invoice alone provides.

From a customs perspective, this kind of detail is valuable for risk assessment and for catching discrepancies between declared and actual cargo contents.

The 1 January 2026 Deadline Is Approaching

With less than two weeks to go at the time of this announcement, the time to build these documentation requirements into your Sudan shipment process is now. Cargo that doesn’t have a valid ACD number on the Bill of Lading from 1 January onwards faces clearance delays and penalties at Sudanese ports.
