Somalia ECTN Requirement Now in Force — Effective 14 October 2025

The Ministry of Ports and Marine Transport of Somalia has confirmed that all containers arriving at Somali ports must be accompanied by a valid ECTN from 14 October 2025.

Effective 14 October 2025, all containerised cargo arriving at any port in the Federal Republic of Somalia must be accompanied by a valid Electronic Cargo Tracking Note (ECTN).

The directive was issued by Somalia’s Ministry of Ports and Marine Transport (Reference No. XW/WDGB/89/09/2025, dated 30 September 2025). It is comprehensive — applying to all ports in Somalia without exception.

  • The ECTN number must be clearly stated on the Bill of Lading
  • Cargo without valid ECTN documentation will be rejected at port
  • The ECTN must be obtained at the port of loading — before the vessel departs

Why Is Somalia Introducing This Now?

Somalia has been working to modernise its port infrastructure and customs administration over the past several years. The ECTN system is a standard tool used across East and West Africa to give port authorities advance visibility into incoming cargo — helping them plan unloading operations, allocate resources, and verify cargo declarations before a vessel arrives.

Given the significant growth in cargo volumes through Mogadishu and Berbera in recent years, the timing of this enforcement makes sense. It also brings Somalia in line with neighbouring countries like Djibouti, which has required an ECTN since June 2023.

What Happens If Cargo Arrives Without an ECTN?

According to the Ministry directive, cargo arriving without a valid ECTN will be refused entry at Somali ports. This is a hard enforcement position — not just a fine, but an outright rejection of non-compliant shipments.

Given the practical complexity and cost of dealing with refused cargo at a Somali port, this is a risk that’s very much worth avoiding.
