Yemen ACD Certificate Now Mandatory from January 2025

Yemen's Ministry of Transport has announced that the Advanced Cargo Declaration (ACD) will be mandatory for all shipments to Yemeni ports from 1 January 2025.

Yemen’s Ministry of Transport has issued a directive making the Advanced Cargo Declaration (ACD) mandatory for all shipments destined for Yemeni ports. The requirement takes effect on 1 January 2025.

This announcement was issued in September 2024, giving shippers, freight forwarders, and logistics companies a few months to prepare before enforcement begins.

What Is the Yemen ACD?

The Advanced Cargo Declaration is a pre-shipment certificate that must be obtained at the port of loading, before the vessel departs. It documents key cargo information — including cargo type, quantity, freight value, and vessel details — based on the Bill of Lading and other shipping documents.

The ACD number must be clearly indicated on the Bill of Lading. Without it, the cargo may face serious issues at the port of discharge in Yemen.

Who Is Responsible?

The obligation to obtain the ACD rests with the shipper, exporter, or freight forwarder at the port of origin. It cannot be obtained after loading.

Required Documents

To process a Yemen ACD certificate, the following documents are typically required:

  • Draft Bill of Lading
  • Commercial Invoice
  • Freight Invoice (if freight is not already detailed in the commercial invoice)
