Liberia CTN — Oversized Machinery and Large Trucks Now Classified as RORO Cargo

Effective immediately, earth-moving machinery, large trucks on flat tracks, and oversized cargo that doesn't fit in a standard container will be charged under RORO rates for Liberia CTN purposes.

There’s an important change to the Liberia CTN (Cargo Tracking Note) process for shippers handling heavy equipment and oversized cargo.

Effective immediately, the following cargo categories will be classified as Roll-On/Roll-Off (RORO) cargo for the purposes of Liberia CTN certification — and charged at RORO rates rather than containerised cargo rates:

  • Earth-moving machinery (excavators, bulldozers, graders, etc.)
  • Large trucks loaded on flat rack containers — both collapsible and non-collapsible
  • Any oversized consignment that does not physically fit within a standard closed container

If your cargo falls into any of these categories and has previously been classified and charged as containerised cargo for the CTN, you’ll notice a difference in the certificate fees going forward.

What Is a RORO Rate vs. Containerised Rate?

CTN certificate fees are calculated differently depending on how the cargo is shipped. Containerised cargo (in standard 20ft or 40ft containers) is assessed differently from RO-RO cargo, which is loaded by being driven or rolled onto the vessel and often sits on open deck or flat rack.

For oversized machinery and large trucks on flat racks, RORO classification better reflects how the cargo is actually handled and transported — and Liberian port authorities have aligned the CTN fee structure to match.

Does This Apply to All Liberia CTN Applications?

This reclassification applies specifically to:

  • Earth-moving and construction machinery
  • Heavy trucks loaded on flat racks (collapsible or non-collapsible)
  • Cargo that is too large for a standard container

Standard containerised shipments — goods packed inside a regular sealed container — are not affected by this change.
