Angola ARCCLA Update — ANTT Authorisation Now Required for Vehicle Parts
Angola has extended import licensing requirements to specific vehicle components under Presidential Decree No. 155/20. ANTT prior authorisation is now required for engines, gearboxes, chassis, and other listed parts.
Angola has expanded its import licensing requirements to cover specific vehicle components, effective immediately.
Under Presidential Decree No. 155/20 (dated 1 June), enforced by ARCCLA (Agência Reguladora de Certificação de Cargas e Logística de Angola), importers bringing in certain vehicle parts now require prior authorisation from ANTT — the National Land Transport Agency — before the goods can be cleared.
This extends requirements that previously applied only to complete vehicle imports, pushing the licensing net further into the automotive parts supply chain.
Which Vehicle Components Are Affected?
The following HS tariff codes are subject to the new ANTT prior authorisation requirement:

What Documents Are Required?
For ARCCLA certification on shipments containing the above vehicle components, you will need to provide:
- Final Commercial Invoice
- Draft or original Bill of Lading
- Single Document (D.U. — Documento Único)
- ANTT Prior Authorisation (as per Articles 2 to 5, Article 17 of the Presidential Decree)

Angola has been steadily tightening import controls on the automotive sector over the past few years. The original vehicle import restrictions were designed to protect the local transport industry and ensure proper safety standards on Angolan roads. Extending those controls to major vehicle components is a logical next step.
