Angola CNCA Regulation Guide

To help avoid delays, begin the process as soon as the Bill of Lading (BL) is available. The document requirements and key country-specific points are outlined below.

Bill of Lading

For LCL shipments submitted with a House Bill of Lading (HBL), the Master Bill of Lading (MBL) may also be requested when necessary.

Commercial Invoice

  • The commercial invoice must name the final consignee in the destination country.
  • The applicable Incoterm must be clearly shown, together with a corresponding breakdown of values.

For example, where the Incoterm is CFR, the FOB and freight values should be stated separately. The Commercial Invoice value must be consistent with the DU value.

Freight Invoice

If freight is not shown on the commercial invoice, a separate freight invoice must be provided. Values must be stated in EUR or USD; amounts in other currencies will be converted.

Documento Único (DU)

The DU value must match the Commercial Invoice value. The DU is exempted if:

  • The shipment is temporary, or
  • The invoice value is below 5 000 USD.

A 5% tolerance is accepted if the Commercial Invoice and DU values do not perfectly match.

Prior Authorization (Conditional Requirement)

Your shipment is subject to Prior Authorization if one or more of the HS codes listed below are indicated in the DU:

8705Special purpose motor vehicles (e.g., crane trucks, fire trucks, concrete mixers, road sweepers).
8706.00Motor vehicles designed for the transport of goods (trucks, lorries)
8707Bodies (coachwork) for motor vehicles of headings 87.01 to 87.05.
8708.40Parts and accessories for motor vehicles of heading 8701 to 8705: Gearboxes and parts.
8708.94Parts and accessories for motor vehicles of headings 8701 to 8705: Clutches and parts.
8708.80Parts and accessories for motor vehicles of headings 8701 to 8705: Other parts, including brakes and servo-brakes.
8708.50Parts and accessories for motor vehicles of headings 8701 to 8705: Radiators and parts.

Prior Authorization must be provided if relevant conditions are met. It can be obtained from the National Land Transport Agency (ANTT).

Critical notes

  • Amendments requested after certificate validation are subject to an amendment fee.
  • For tariffs covering non-containerized shipments (RoRo, general cargo, or bulk), please contact our support team.

For LCL applications with MBL, a single CNCA must be issued for each HBL and MBL. One CNCA certificate is issued per BL, in soft copy and the draft CNCA number will be issued along with the draft, while the final CNCA number will be issued along with the validated certificate. Items classified under the HS codes listed below are prohibited from import into Angola:

3926.10Office or school supplies made of plastics (or other materials of headings 3901–3914) — plastics version of stationery/office goods.
6103.49Men’s or boys’ trousers, bib & brace overalls, breeches and shorts, knitted or crocheted, of “other textile materials” (i.e., not cotton or wool) under heading 6103.
