Gabon BIETC Regulation Guide

To help avoid delays, begin the process as soon as the Bill of Lading (BL) is available. The document requirements and key country-specific points are outlined below.

Bill of Lading

For LCL shipments submitted with a House Bill of Lading (HBL), the Master Bill of Lading (MBL) may also be requested when necessary. Following the pre-validation of the certificate, a BL mentioning the shipped on board date, the place and date of issue, the certificate number is required for the final validation.

Commercial Invoice

• The commercial invoice must name the final consignee in the destination country.
• The applicable Incoterm must be clearly shown, together with a corresponding breakdown of values.

For example, where the Incoterm is CFR, the FOB and freight values should be stated separately.

Freight Invoice

If freight is not shown on the commercial invoice, a separate freight invoice must be provided.

Export Customs Declaration

The details in the Export Customs Declaration must be consistent with the corresponding information in all other documents.

One BIETC certificate is issued electronically for each BL, and the BIETC number is issued along with the draft. Pre-validation must be obtained before the departure of the vessel. Draft confirmation stage must be completed before the departure of the vessel. Otherwise, there will be a high penalty for the continuation of the process. 9 days from ETD for African and European ports. 14 days from ETD for Asian, American and Australian ports.

Gabon BIETC Validation Deadlines

Please note the deadlines for Gabon BIETC validation:

• According to the new regulation, the pre-validation of the BIETC document must be obtained before the departure of the vessel.
• Therefore, the draft confirmation stage must be completed before the departure of the vessel.
• Otherwise, there will be a high penalty for the continuation of the process.

Final validation must be arranged within the following deadlines:

• Within 9 days after departure from African and European ports.
• Within 14 days after departure from Asian, American, and Australian ports.
