What Is the Cameroon BESC?

The BESC (Bordereau Électronique de Suivi des Cargaisons) — sometimes referred to as the ECTN (Electronic Cargo Tracking Note) — is a mandatory cargo tracking certificate for all ocean freight shipments entering Cameroon. It applies to cargo arriving at all Cameroonian ports, including Douala and Kribi.

The BESC contains the full details of the shipment: shipper and consignee information, vessel details, loading and discharge ports, container information, cargo description, and freight value. Each Bill of Lading requires its own BESC — one certificate per B/L, no exceptions.

Important: Cameroon BESC is not required if cargo is in transit to landlocked countries such as Chad or the Central African Republic — those countries have their own separate CTN certification procedures.

Why Is the BESC Required?

The BESC serves two core functions. First, it gives Cameroonian port authorities advance notice of what cargo is arriving and when, allowing the port to prepare unloading operations in advance. Second, it reduces the risk of fraud and corruption by putting documented cargo values and descriptions on record before the vessel even departs the loading port.

Without a valid BESC, cargo cannot clear Cameroon customs. Storage charges and financial penalties accumulate until proper documentation is in place.

The 48-Hour Rule — Critical Timing

The BESC/ECTN certificate must be validated at least 48 hours before the vessel arrives at the Cameroonian port of discharge.

This is not a guideline — it’s a hard requirement. If the validation deadline is missed, Cameroonian authorities may impose fines at the port of discharge, delay cargo clearance, or in more serious cases, hold the cargo until the situation is resolved.

The safest approach is to apply for your BESC as soon as a draft Bill of Lading is available. Don’t wait for the original B/L — a draft copy is sufficient to start the process.

Required Documents

To obtain a Cameroon BESC certificate, you will need:

  • Bill of Lading — draft copy is acceptable for the initial application
  • Commercial Invoice — must show accurate cargo value
  • Freight Invoice — if freight charges are not shown on the commercial invoice
  • Import Declaration (Déclaration d’Importation) — includes a reference number starting with SGS or GU

For RO-RO vehicle shipments (effective 1 May 2025): One additional document is required — either proof of registration in the FIMEX Importers/Exporters File, or a valid Special Import Authorisation.

How Long Does It Take?

Once all documents are received and payment is confirmed, we send you a draft BESC for review. After your approval, we submit to the Cameroonian authorities. Standard processing typically takes a few days. Allow at least a week when planning to be safe, and account for the 48-hour pre-arrival validation requirement on top of that.

Penalties for Non-Compliance

Shipping to Cameroon without a valid BESC, or missing the 48-hour validation window, can result in:

  • Fines imposed by Cameroonian customs at the port of discharge
  • Cargo delays and port holds
  • Accumulating demurrage and storage charges
  • In serious cases, cargo being blocked pending resolution

If a penalty has already been issued, contact us immediately — we can often help minimise the impact and get your cargo released as quickly as possible.

What Products Cannot Be Imported?

The following items cannot be imported into Cameroon:

  • Animals and animal products from areas affected by epizootic diseases
  • Plants from areas affected by epiphytic diseases
  • Illegal goods of any kind

We do not process BESC certificates for illegal products or equipment.

Cameroon Trade — Key Figures

Cameroon’s import volume stands at approximately 5.9 billion USD annually. Major imported goods include machinery, vehicles, petroleum products, chemicals, and consumer goods. The port of Douala handles the vast majority of Cameroon’s maritime trade and serves as a gateway for several landlocked countries in Central Africa.

Is Cameroon BESC the same as ECTN?

Yes in practical use. For Cameroon shipments, many shippers use the terms BESC and ECTN interchangeably when referring to the mandatory cargo tracking certificate filed before cargo arrival. The key point is not the label but the compliance requirement: the shipment details must be declared and validated in time.

What is a BESC number in shipping?

A BESC number is the reference number attached to a validated cargo tracking certificate. It allows port and customs authorities to identify the shipment and confirm that the required pre-arrival filing was completed. For Cameroon shipments, that number is tied to a specific BESC issued for a specific Bill of Lading.

What is a cargo tracking note?

A cargo tracking note is a pre-shipment compliance document used by a number of African countries to monitor inbound cargo. Different countries use different names, such as BESC, ECTN, CTN, BSC, or CNCA/ARC. The underlying purpose is similar: authorities want cargo information declared in advance so customs clearance, valuation, and port controls can happen faster and with less fraud risk.

What is a BESC electronic cargo tracking note?

A BESC electronic cargo tracking note is the digital filing of the shipment’s cargo tracking certificate. For Cameroon, it is the same compliance requirement commonly referred to as the Cameroon BESC or Cameroon ECTN. The certificate must be validated before arrival, not after the cargo is already sitting at the port.

What documents are required for a Cameroon BESC certificate?

The standard Cameroon BESC application normally requires a Bill of Lading, commercial invoice, freight invoice when freight is not shown on the commercial invoice, and the Import Declaration reference beginning with SGS or GU. These documents must be consistent with each other, especially on cargo description, shipment parties, and declared values.

Can I apply for Cameroon BESC with a draft bill of lading?

Yes. A draft Bill of Lading is usually enough to start the Cameroon BESC application. That is the safest approach because waiting for the final original B/L can leave too little time before vessel arrival. Starting with the draft helps avoid last-minute fines and clearance delays.

When must the Cameroon BESC be validated?

The Cameroon BESC must be validated at least 48 hours before the vessel arrives at the Cameroonian port of discharge. This timing rule is critical. It should be treated as a hard deadline, not a recommendation.

What happens if the 48-hour validation deadline is missed?

If the validation deadline is missed, the shipment may face customs fines, clearance delays, port holds, and extra storage or demurrage charges. In more serious cases, cargo can remain blocked until the documentation issue is resolved. That is why the filing should begin as early as possible.

How early should I apply for a Cameroon BESC certificate?

You should apply as soon as a draft Bill of Lading is available. Even if the paperwork can move quickly, it is safer to allow several days and ideally around one week of planning margin so the 48-hour pre-arrival validation deadline is not put at risk by document corrections, payment timing, or late vessel updates.

Does each bill of lading need a separate Cameroon BESC?

Yes. Cameroon BESC is generally issued on a one Bill of Lading, one certificate basis. If there are multiple Bills of Lading, each one should be checked separately to confirm whether a separate filing is required.

Is Cameroon BESC required for transit cargo to Chad or the Central African Republic?

No. If the cargo is only transiting through Cameroon to landlocked destinations such as Chad or the Central African Republic, the Cameroon BESC is not normally the correct certificate. Those destinations have their own separate cargo tracking note procedures.

Are extra documents required for RO-RO vehicle shipments to Cameroon?

Yes. For RO-RO vehicle shipments, Cameroon requires one additional supporting document on top of the standard set: either proof of registration in the FIMEX Importers/Exporters File or a valid Special Import Authorisation. This requirement should be checked before loading to avoid avoidable delays.

Can I track a Cameroon BESC certificate online?

Tracking depends on the filing channel used and the stage of the application. In practice, most shippers track progress through the issuing agent or service provider rather than through a public self-service portal. The important point is to keep the draft, validation reference, and Bill of Lading details aligned so status checks can be handled quickly.

Can I get a Cameroon BESC certificate online?

Yes. The application workflow can be handled remotely as long as the required shipping documents are provided in usable form and the details match across the file set. Most of the work is document review, draft validation, authority submission, and correction handling rather than a physical in-person process.

Where should the Cameroon BESC be completed before cargo arrival?

The BESC should be arranged and validated before the vessel reaches Cameroon, with enough lead time to satisfy the 48-hour pre-arrival rule. In practical terms, the best moment to start is as soon as the draft Bill of Lading is available and the shipment details are stable enough to prepare the application.
